CLIMATE GOALS
Winning the challenge of climate goals through the creation of skills and competences worldwide
The global energy transition represents one of the most significant challenges and opportunities of the 21st century.
As the world grapples with the urgent need to mitigate climate change and secure sustainable energy sources, countries worldwide are at various stages of this complex transformation. The process involves not only technological and infrastructural changes, but also profound shifts in policy, economics, and societal attitudes.
This survey, conducted by Ipsos for the Fondazione MAIRE – ETS in 2023, 2024 and 2025, covers 14 countries in 4 continents with 2,300 interviews and aims at scouting the perception around importance and urgency to build skills and competences on the energy transition.
The picture shows an international community that is increasingly aware of the need for the energy transition and how the creation of new skills is an absolute necessity for it to succeed.
The relevance of investing in skills development to achieve progress toward climate goals is a theme recognized by all countries in the survey. We believe it is a fundamental, urgent step, with priority over even the availability of financial resources, to reach climate goals within the time target that the international community has set.
Enhancing the energy transition
The “Climate Goals” research continues! Addendum 2 to our research on the global perception of the urgency of implementing the energy transition and creating the new skills needed to do so integrates the survey by adding two new countries (Qatar and Argentina) and updating the data on the US and China.

“Climate goals”’ research continues! Addendum 1 of our paper on the perceived global urgency for the creation of new competences for the energy transition has two new protagonists: Azerbaijan and Kazakhstan, looking forward to COP29.
Enhancing the energy transition – COP28
“Climate goals.Winning the challenge of climate goals through the creation of skills and competences worldwide”: this is the title of our first research, created to investigate the responsiveness of countries on this theme’ urgency, and presented at COP28 in Dubai in December 2023.

The global challenge of the energy transition is demanding new competences, soft skills integrated in a multidisciplinary long-term vision. The paradigm we advocate to outline this key figure of transformation is the ‘humanist engineer’ and by supporting the University of Florence we aim to profile its identikit!
